Yeah this tutorial is not accurate. I have tried this method and every time I try to deposit money, it asks for photo identification. Unless you have the actual DL of the CC holder, it won't work. Its possible you could edit a DL template in photoshop if you have the fullz for the CC and maybe get lucky passing verification. Or just generate fake identity of the CC owner but theres no guarantee it will work.
